Recognizing the disabilities amongst children from economically weaker sections of society as well as widespread poverty in most of the Maoist-affected districts, the Chhattisgarh government announced interest-free loans for students to pursue technical and vocational education. This will help overcome obstacles that stand in their way to higher education with an added bonus of no interest burden.
Chief Minister Vishnu Deo Sai on Thursday declared the launch of this ambitious new scheme under the ‘Chief Minister’s Higher Education Loan Interest Subsidy Scheme’. The scheme is directed towards providing the required finances to students residing in Maoist-affected districts, whereby chances of education are not beyond their means, said a public relations department in a statement.
He has ordered a special campaign to achieve the maximum outreach of the same. The aim is to make sure that the maximum possible students in the affected districts are reached out to so they can take benefit from the interest-free loan. This will involve creating awareness about the scheme among students and their families and also facilitate access to the scheme.
Apart from the aid for the Maoist-affected districts, the Chief Minister has asked all district collectors in the remaining parts of the state to extend such financial assistance to students from economically weaker sections. While students in non-Maoist districts would get loans, but with only a nominal interest rate of 1%, thus further facilitating access to technical and vocational education.
It basically covers the huge ambit of technical and vocational courses, namely 35 programs at different levels of diplomas, graduate courses, and postgraduate courses. The maximum amount for interest subsidy under this scheme is ₹4 lakhs.
This will be a major boost to the consistent efforts of the Government of Chhattisgarh in helping students coming from underprivileged sections. Through interest-free loans, it will lighten the financial load on higher education, so that the students can concentrate on higher studies and their career goals.
This would bring about a sea change in the educational scenario within Chhattisgarh, especially in those areas where socio-economic realities discourage and obstruct children from joining school. In many ways, this will help the government ensure equity in education, apart from other strides toward economic development in these regions.
Therefore, the scheme should be viewed as a good initiative on the part of the Chhattisgarh government in trying to bridge the gap in education in the Maoist-affected districts. This is a prudent step by the government to ensure that some of the students do not miss technical and vocational education due to conditions that may make them unable to pay. Adding this to the provision of low-interest loans for students in other parts of the state reflects a comprehensive strategy in ensuring access to education and support for the students throughout the entire state.
