The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the Ministry of Home Affairs’ proposal for the Central Sector Scheme “National Forensic Infrastructure Enhancement Scheme (NFIES)” with a financial outlay of Rs. 2254.43 crore for the period from 2024-25 to 2028-29. The funding for the scheme will be provisioned by the Ministry of Home Affairs from its budget.

The Cabinet has approved the following components under this scheme:

  1. Establishment of campuses of the National Forensic Sciences University (NFSU) across the country.
  2. Establishment of Central Forensic Science Laboratories (CFSLs) nationwide.
  3. Enhancement of existing infrastructure at the Delhi campus of the NFSU.

The Government of India is committed to implementing an effective and efficient criminal justice system based on scientific and timely forensic examination of evidence. The scheme emphasizes the importance of high-quality, trained forensic professionals in the criminal justice process, leveraging advancements in technology and addressing evolving methods of crime.

With the enactment of new criminal laws mandating forensic investigation for offences involving punishments of seven years or more, a significant increase in the workload of forensic science laboratories is expected. Additionally, there is a notable shortage of trained forensic manpower in the country’s Forensic Science Laboratories (FSLs).

To meet this heightened demand, significant investment and enhancement in national forensic infrastructure is imperative. The establishment of additional NFSU campuses and new CFSLs will address the shortage of trained forensic professionals, alleviate the caseload and backlog of forensic laboratories, and support the Government of India’s goal of achieving a high conviction rate of more than 90%.
