The employment-related incentive plan, officially known as Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY), would be put into action by the federal government starting August 1, 2025. The Union Cabinet approved the project, formerly known as the Employment Linked Incentive (ELI) program, which is expected to cost around ₹99,000 crore. It aims at motivating companies to retain more employees, especially new ones, for the long run. Including support for approximately 1. 92 crore first-time employees who will receive direct financial aid, the program aims to produce some 3. 5 crore new official jobs by July 2027. Promoting official employment and expanding social security coverage to more employees is the aim. The program has two main components: one for employees and one for businesses. For employees, especially those who are earning up to ₹1 lakh per month and joining the official workforce for the first time, the government will give a one-time incentive equal to one month’s EPF salary with a limit of ₹15,000. The employee will receive this sum in two payments: 50% after six months of continuous service and the other 50% after one year dependent on the completion of a required financial literacy course. To encourage long-term savings, a share of the incentive will be put into financial instruments. The program gives a monthly prize of up to Rs 3,000 for every new employee an employer hires and keeps for at least six months. If the current personnel is less than 50, the employer must hire at least two new employees; at least five more employees if their company totals 50 or more. For businesses in the manufacturing sector, the help may last for two years; for the third and fourth, it can be. Employers’ motivation varies depending on the monthly salary of the new hire: ₹1,000 for wages below ₹10,000; ₹2,000 for earnings between ₹10,000 and ₹20,000; and ₹3,000 for incomes ranging from ₹20,000 to ₹1,000,000. Direct Benefit Transfer (DBT) will be used to make all payments. While financial aid for employees will be sent through Aadhaar-based systems, employer benefits will be sent to their bank accounts linked to their PAN. To encourage openness and accountability, the Employees’ Provident Fund Organization (EPFO) has instructed employers to declare gross earnings in the monthly Electronic Challan-cum-Return (ECR) from August forward. This adjustment will help to confirm eligibility and guarantee adherence. Working with state governments, the Ministry of Labour and Employment is helping to match regional skill and employment programs with the national plan. The aim is to increase our reach and guarantee that qualified young people and companies in both rural and urban areas get reached.
