Mumbai Port Authority, under the Ministry of Ports, Shipping and Waterways, Government of India, has invited bids from Domestic and International bids for development of the Viksit Bharat Mumbai Marina, a full-service marina and integrated waterfront development at Victoria Dock, Mumbai Port.
The project will be implemented on Design, Build, Finance, Operate and Transfer (DBFOT) mode for a concession period of 45 years. The estimated project cost is ₹922.67 crore. The marina will have a protected water area of 37.3 hectares and capacity for 604 yachts at full build-out, with 424 berths in Phase I.
Mumbai Port Authority commenced the marine works, including a piled breakwater with an approach trestle of about 150 metres, six piled service platforms, floating pontoons and gangways for about 424 berths, and capital dredging. Environmental and CRZ clearances for the entire project area have been obtained.
The concessionaire will develop the landside facilities, expand berthing beyond Phase I, operate and maintain the marina for 45 years before transfer of the assets to Mumbai Port Authority. Planned landside facilities include a marina terminal building, international-standard sailing school, yacht club, yacht repair yard at Haji Bunder, dry stack, fuel station, five-star hotel, tourism business centre, F&B and retail zones, and a boat-show and events ground.
The tender is a single-stage, two-envolope e-tender. The bid parameter is the percentage share of Gross Revenue to be paid to Mumbai Port Authority and the bidder quoting the highest share will be the preferred bidder. Bidders may participate as a single entity or as a consortium of up to four members.
The last date for pre-bid queries is 28 October 2026. The first pre-bid meeting will be held on 30 October 2026 and the second on 25 November 2026. The bid due date is 15 December 2026. The RFP, Draft Concession Agreement and Feasibility Report are available on the e-procurement portal.
Dr. M. Angamuthu, IAS, Chairperson, Mumbai Port Authority, said, “Mumbai’s identity is inseparable from the sea. The Viksit Bharat Mumbai Marina will open a part of the city’s working harbour for organised marine tourism, sailing and waterfront services, while keeping port operations and safety at the centre. With the marine works being executed by the Port Authority and the necessary clearances in place, Mumbai Port Authority invite credible national and international investors to partner with us in creating a new public-facing maritime facility for Mumbai.”
The marina is expected to catalyse marine tourism, sailing, yacht services, hospitality and harbour-linked visitor movement, and add a new dimension to Mumbai’s harbour economy by connecting the city’s maritime heritage with tourism, training, marine services and waterfront activities.
The project forms part of Mumbai Port Authority’s larger initiatives in cruise tourism, harbour services, waterfront development and optimum utilisation of port-linked areas for city-related activities including the Mumbai International Cruise Terminal, water taxi network and heritage waterfront precincts.
