Bihar poised for rapid progress in education, health: NITI Aayog CEO

Bihar is making rapid strides in education and healthcare, with NITI Aayog CEO BVR Subrahmanyam highlighting the state's AI-driven governance model, positioning it to become a leader in governance reforms. Aspirational districts are set to become "inspirational" through improved service delivery and data-driven policies.

“Bihar will catch up with the rest of the country in a couple of years. The state is doing well on basic indicators like education and health. Many aspirational blocks and districts will turn inspirational blocks and districts in the near future because of better governance and service delivery,” Subrahmanyam said.

The term “aspirational blocks and districts” shows how successful the Aspirational Districts Programme (ADP) has been for it looks for a rapid and fast turn of districts languishing behind in areas of education, health, nutrition, agriculture, and financial inclusion. The 13 districts identified under this program from Bihar state of India have shown remarkable improvements, and it reflects what the target interventions can do if such focuses are given.

Transformation from Aspirational to Inspirational

Many of the aspirational blocks and districts of Bihar are on the cusp of becoming inspirational said Subrahmanyam. He further elaborated that such a change was possible because the state was engaged in improving governance and service delivery in selected areas. With greater advancement, these blocks and districts may become standards for other places in the country when a data-driven approach to policy and governance will be changed in the people’s lives.

“The performance in basic development indicators indicates that Bihar’s governance model is evolving, which is capable of inspiring other states. Aspirational districts saw improvement in education, health and service delivery, indicating the possibility that Bihar can emerge as a leader in governance reforms,” said Subrahmanyam.

AI-Driven Decision Support System in Governance

Bihar is not only engaged in working on age-old mechanisms of governance but also pioneering advanced technology in a decision-making process. Subrahmanyam declared that Bihar has become the first and unparalleled state in the country to adopt an AI-driven decision support system. This innovative approach will empower policymakers and administrators to undertake much more rational decisions in accordance with available data and predictive analytics, thereby upgrading the efficiency of governance.

There are institutes such as BIPARD that have played a key role in shaping this system. Subrahmanyam appreciated the institution for its forward thinking of initiatives, particularly the GenNext Lab it has introduced, tailored to equip policymakers, mid-career officers, and new recruits with skills to handle the nuances of data-driven governance.

“BIPARD is spearheading the movement for a new wave of governance in Bihar. The AI-based decision support system would empower policymakers, mid-career officers, and even officers undergoing induction training to make better-informed decisions on the basis of data and analytics in the direction of effective and transparent governance in Bihar,” said Subrahmanyam.

GenNext Lab Launch

What the Subrahmanyam visit to Bihar highlights is the inaugural launch of the GenNext Lab at BIPARD, a facility that will be made operational on Tuesday and at an annual cost that may surpass Rs 10 crores by altering public administration in the state through the cutting-edge tools it will make available for analysis and decision support. This facility is seen as a vital element in Bihar’s journey towards data-driven governance and becoming a leader in the country.

The GenNext Lab will provide training facilities in AI and other emerging technologies to public administrators so that governance can be better leveraged. It will also serve as a resource for mid-career officers wishing to update their skills in consonance with the latest developments in public administration.
