NIEPA Launches National Conference To Spotlight Grassroots Innovations In Educational Admin

The National Institute of Educational Planning and Administration (NIEPA), today inaugurated the National Conference on Innovations and Good Practices in Educational Administration, bringing together around 84 District and Block Level Education Officers from 22 States and Union Territories to showcase and deliberate on grassroots innovations aimed at addressing challenges in school education administration and improving the implementation of educational programmes at the field level.
The conference seeks to identify and bring wider attention to innovative practices being developed by education officers at the district and block levels and the critical link between government policy and its implementation in schools and communities. The conference is also being held alongside the Awards for Innovations and Good Practices in Educational Administration for 2023–24 and 2024–25, through which NIEPA is recognising selected field-level innovations.
Vinod Shridhar Tawde, Hon’ble Member of Parliament, Rajya Sabha and National General Secretary, BJP, the Chief Guest, inaugurated the conference. It was presided over by Prof. Rama Shanker Dubey, Chancellor, NIEPA. Prof. Shashikala Wanjari, Vice-Chancellor, NIEPA; Prof. Vineeta Sirohi, Programme Director and Head, Department of Educational Administration, NIEPA; and Shri Surya Narayan Mishra, Registrar, NIEPA, were also present.
The conference addresses an important but often less visible dimension of education reform: the innovations that emerge within the public education system at the point of implementation. District and block education officers routinely work with constraints related to infrastructure, human resources, teacher capacity, technology, community participation and student learning. The initiatives being presented at the conference demonstrate how administrators are developing context-specific approaches to address these challenges within the existing education system.
Commenting on the same, Shri Vinod Shridhar Tawde, Hon’ble Member of Parliament, Rajya Sabha & National General Secretary, Bhartiya Janta Party said, “ Education is about giving every child the opportunity to build a better future. Our examination and education systems must therefore ensure that one setback does not determine a student’s destiny. The grassroots experiences shared by teachers and education officers are critical to making our reforms more responsive, inclusive and effective. I assure you that the concerns raised here will be taken forward for appropriate action.”
The innovations being showcased span areas such as ICT-enabled education and digital classrooms, mobilisation of physical, human and financial resources, strengthening of school infrastructure, community mobilisation, skill and language development, teacher capacity building and interventions to improve the overall functioning and quality of schools.
According to Prof. Shashikala Wanjari, Vice chancellor NEIPA, “One of the biggest challenges facing our education system today is the growing number of children who drop out of school, with around 3.4 crore children estimated to be outside the education system. Addressing this requires greater awareness, sustained efforts and innovative solutions at the grassroots level. Today’s programme is an important step in that direction and should inspire many more such initiatives across the country. With over 60 representatives from different parts of India being recognised through awards and certificates, we are not only acknowledging their valuable contributions but also creating a platform to share and encourage practices that can strengthen education delivery across the country.”
A key objective of the conference is to ensure that successful solutions do not remain limited to the districts or blocks where they originated. Participating officers are presenting their initiatives before peers and academic experts, allowing the practices to be examined, discussed and evaluated, while creating opportunities for useful approaches to be documented and disseminated for wider adoption or adaptation.
This year’s programme has received nominations from almost all regions of India, with 84 nominations shortlisted for the Award and Certificate of Appreciation. The breadth of participation reflects the range of grassroots interventions being undertaken across India’s education system.
The initiative builds on NIEPA’s Awards for Innovations in Educational Administration, instituted in 2013–14, with the objective of recognising officers who conceive and implement innovative practices, documenting these interventions and facilitating their wider dissemination. The programme was created in response to the need to give visibility to grassroots innovations that often remain localised despite their potential to improve educational administration.
The technical sessions of the two-day conference will provide participating officers an opportunity to present their innovations and exchange experiences, with the programme culminating in the Awards Ceremony on September 3, 2026, when selected District and Block Level Education Officers will be recognised for their innovations and good practices.
